She said the rest of the mall will not be expropriated.

“To be very honest I still can’t see them doing anything more than the 64 metres that they’ve always talked about.”

This distance runs from Talbot Rd. eastward, affecting the grass barrier, pylon sign, some parking, and the few stores in closest proximity to the highway.

Meanwhile talks are continuing between the management company, Bentall, and the government, over the DRIC project.

The mall is now owned by a pension fund after local builder Amico sold it in 2006.

But Gosnell suggested this was all related to how the mall can be redeveloped to accommodate the stores that had to be vacated.

“We’re waiting from the landlord...because of course we have to redevelop the centre,” she said.

“You just can’t take bits and pieces of buildings...we have to redesign the centre and that has not been finalized yet.”

She said those closed stores would be relocated “into the mix” by reconfiguring the site.

Gosnell said it doesn’t make a lot of sense to move the entire mall because most customers are from Windsor and Essex County and know how to access the present location.

With the DRIC road there will be a nearby interchange.

“Anyone who is local and who is already shopping here you know the back ways and you know how to come into Windsor Crossing.”

Gosnell also likened Windsor Crossing to a “community mall.”

She said only 40 per cent of outlets can be considered factory or discount outlets – such as Tommy Hilfiger, Coach and Hugo Boss.

The rest, like Reitmans and Smart Set, “have a clearance section but they are not what I would call a true outlet.”
